The City of Portland’s Disability Program was re-established in 2006 in the Office of Neighborhood Involvement to connect, support and encourage collaborative civic engagement between the people of the disability community, neighborhoods and city government.

NAYA Portland Youth & Elders Council
The Youth and Elders Council addresses poverty and other community issues by focusing on community solutions at four strategic areas: Community Governance and Representation, Stable Housing for the Portland Native community, Economic Security, and building an Urban Indian Community Center.
The Urban League of Portland
The Urban League DCL Organizing Project is a capacity building project in the African American community, to maximize the African American community’s power to impact city, county and state institutions and elected bodies.

Immigrant and Refugee Community Organization (IRCO)
The mission of IRCO is to promote the integration of refugees, immigrants, and the community at large into a self-sufficient, healthy, and inclusive multiethnic society. IRCO’s DCL program works in partnership with the Asian Pacific American Network of Oregon, the Slavic Coalition of Oregon, African Community Coalition of Oregon, and many other mutual assistance associations.
