Address List for Neighborhood Associations by Tax Lot

This list of tax lot by neighborhood association may be useful to neighborhood associations in identifying addresses for block by block issues or for the entire neighborhood. This is a beta program and may not include all addresses and may exclude multifamily dwellings.

Communication Allocation for Neighborhood Associations

Receipts for expenses related to outreach will be reimbursed up to $1000 annually to each neighborhood association. Reimbursement can be requested throughout the year, but only prior to June 1st. Unused funds will be reallocated to other programs.

To apply for reimbursement, fill out the Annual Neighborhood Association Survey (word) and (pdf) formats. Invoice templates can be found here in Word  and (pdf) formats.

Clean-up Funding Allocation

Each year, up to $600 is set aside for each neighborhood association along with donated Metro tipping fees to assist neighborhood associations in organizing an annual neighborhood clean-up. For more information click here.

Copy and Fax services are available to neighborhoods at NPNS. Please contact NPNS Director Tom Griffin-Valade for more information.

Equipment for Neighborhood Associations

Fiscal Services for Neighborhood Associations

As part of their mission and agreement with NPNS, North Portland Community Works provides fiscal sponsorship for neighborhood associations free of charge. Non-neighborhood groups are charged 5% of gross revenue to cover accounting costs and administrative overhead.

Insurance for Neighborhood Associations

General Liability, Directors and Officers, Accident, Non-owned Auto, and Crime Insurance are provided through membership in North Portland Neighborhood Services, Inc.

Mail and Message Services for Neighborhood Associations

Each Neighborhood Association has a box for mail at the NPNS offices in the Historic Kenton Firehouse. If you need after-hours access to access neighborhood association mail please contact NPNS Director Tom Griffin-Valad e . If you are unable to pick up your mail, your mail will be sent to you each Friday. Documents from the Secretary of State, Department of Justice, and Internal revenue service will be scanned and emailed to you within 72 hours of receipt. NPNS is also able to take neighborhood association phone calls on your behalf. If you would like NPNS to take your phone calls please contact NPNS Director Tom Griffin-Valade .

Mediation Services

Neighborhood Associations have access to Resolutions Northwest, a professional mediation service that may be used to help neighbors in conflict.

Meeting Rooms at the Firehouse for Neighborhood Associations

Neighborhood Associations have no cost access to meeting rooms at the Historic Kenton Firehouse. If you would like to reserve meeting space at the Firehouse contact NPNS Director Tom Griffin-Valade. Meeting users are required to clean up and return the room to its original state at the end of each meeting. Access Agreement.

Minutes of Neighborhood Associations

Meeting minutes should be filed monthly with NPNS. These are made available for public viewing.

Neighborhood Events and Meetings Publicity

Neighborhood Association events and meetings submitted to NPNS Director Tom Griffin-Valade are posted on the Office of Neighborhood website and for meeting posted serves as the required public notice. Events are updated regularly.

Record Storage for Neighborhood Associations

While NPNS is not the official holder of neighborhood association documents, NPNS keeps copies of current bylaws and other governance documents. Please check with us after your annual meeting to ensure we have the most up to date records. Records over two years old are submitted to the City of Portland Archives for permanent storage. These files are professionally archived and available for viewing by the public. If your organization has historic documents that you would like stored, we are able to add them to your archival records.

Rosters of Neighborhood Association Boards

Neighborhood Association rosters are updated quarterly.

Technical Assistance

NPNS staff provides coaching to develop and improve board organizational capacity, board development, fund raising, fiscal capacity, budget development and goal development, strategic planning and non-profit assistance. Mediation and facilitation services are available to neighborhood association boards as well.
